Dr. Jane Hall, co-director of the Institute for Economic and Environmental Studies at California State University, Fullerton, Mihaylo School of Business and Economics, talks about measuring the economic cost of pollution.  If we can accurately measure pollution's cost, then adding that amount to the cost of production may be an efficient means of controlling pollution.
